City of Stanton’s 2020 July Board of Review

The City of Stanton Board of Review will meet at City Council Chambers until such time as the Board completes its business. The purpose of the July Board of Review is to address clerical errors and mutual mistakes of fact related to real and personal property. Requests for Disabled Veteran exemptions and Poverty exemptions are also reviewed at the July Board of Review. Additional authorities have temporarily been provided to the July Board of Review under Governor Whitmer’s Executive Order 2020-87.

Executive Order 2020-87 included provisions for the temporary expansion of the authority provided to the 2020 July Board of Review. These provisions show an intention to ensure taxpayers are provided due process for those who may have been unable to protest their property valuation before the March Board of Review due to COVID-19. The Board of Review does not have authority to lower a property tax bill but may only consider the valuation of the property as noticed on the 2020 Notice of Assessment sent to property owners in February. As a reminder, the Board of Review is to consider the valuation and status of any property under appeal as of “tax day” which was December 31, 2019, when making their decisions. The study period utilized to determine valuation as of “tax day” includes property sales beginning April 1, 2017 and ending March 31, 2019. Therefore, COVID-19 may not be used as an underlying basis for appeal.

Taxpayers who were unable to appeal to the March Board of Review due to COVID-19 are encouraged to submit a written appeal. Written appeals must include a completed Form L-4035, Petition to the Board of Review. Email ehunter@stantononline.com for a Petition to the Board of Review form. An appointment to appear before the Board of Review may be scheduled for taxpayers who are not able to submit a written appeal. Appointments will begin at 1:00 p.m. on Tuesday, July 21, 2020, when the July Board is scheduled to meet. Appointments may be scheduled by calling 989-331-1483 or emailing ehunter@stantononline.com. Written appeals or requests for an appointment must be received by the City Assessor no later than 5:00PM on Monday, July 20, 2020.

The Board may consider 2017 through 2020 Principal Residence Exemption (PRE) where no previous affidavit was filed or denied. Request a Board of Review PRE Request and PRE Affidavit Form 2368 by emailing ehunter@stantononline.com. Both forms must be submitted prior to the meeting of the Board of Review for a PRE consideration.

Request a Disabled Veterans Exemption Affidavit or Poverty Exemption application by emailing ehunter@stantononline.com. Eligibility requirements are outlined on the applications. Completed Poverty Exemption applications must be received by the City Assessor by 5:00PM on Monday, July 20, 2020.

Any clerical errors or mutual mistakes of fact that need to be presented to the Board can be scheduled by phone or e-mail.

All forms, written appeals and requests may be mailed or e-mailed. Completed applications for a Poverty Exemption request should be received by the City Assessor no later than 5:00PM on Friday, July 17, 2020 to be considered at the July Board of Review. All other forms, written appeals and requests must be received by the Assessor’s office by 5:00PM on Monday, July 20, 2020.
